Considering the management skills of politicians in the aftermath of the last and still during world financial crisis it seems to be necessary to design the main tasks of Public Management. Although Public Management is not the only source of capacity building in political biographies the dimension of influence is undoubtedly the biggest. Politicians are getting socialized in the field of management on behalf of the political mandate therewith connected. Putting it into a nutshell, the core competences of leadership in Public Administration and the involved politicians have to be outlined.
The main task will remain what was pronounced at the origin of democratic reason: transferring political mission into the routines of daily life and giving the political mandate a profane and practical impact. If there is no political program there will be no tendency to fulfil this task seeming to be not uncommon but will not have the force improving policy in general.
Beside strategic objectives there ought to be a sensible reception of trends and tendencies of our well connected and globalized world. A however centric political philosophy is ignoring the necessities of a holistic world view. The geographic division of our globe in east and west should be considered as a coincidence of two anthropologic and cognitive models approaching knowledge and experience from a pure materialistic view in the west and an intuitive and holistic view in the east.
Capacity building inside the organization of Public Administration as a facilitator of legitimized policy will therefore mean to combine rationalization in terms of western specialization and diversification in the sense of eastern decentralized autonomy. Combining both competences is requiring the ability of networking and designing virtual and physical infrastructures of work and communication.
Although Public Management is facing a specialized shape of administration the objective to realize political targets must be to facilitate a mutual understanding of the strategic purpose. The principle of pars pro toto, currently contaminated by the centrifugal forces of particularistic interests, has to be re-established. Leaders in Public Management should never follow the temptation of coalitions inside Public Administration to realize their particular strip of interests. The communicative, more the charismatic duty will be creating an atmosphere of enthusiasm according to the strategic objectives. It is the precondition to raise potentials of creativity and industry.
The eroded terrain of trust in public-political terms can only be re-conquered by a simple principle: the legitimacy by procedure. It is recurring to the basic terms of self commitment of the period of enlightenment but astonishingly one of the last fragments in the common understanding of judgement of political action.
Beside its strategic dimension the managerial, the political itself, the communicative and synergetic competences of Leadership in Public Management have to be outlined.
